First clean the deck; products with non-chlorine bleach or oxalic acid can eliminate discoloration and stains. Bleach or acid based products help eliminate mildew, but can leave a surface looking drab, a deck restoration product can be helpful.
If you do choose to paint, use a stain-blocking oil or alkyd primer first. In general, the best finishes are those that soak into the wood. Three things to keep in mind when selecting a finish; first it should be "water repellent" or "waterproof," not just "water resistant." Second, it should offer UV protection. Third, if mildew is a problem, a mildewcide usually found in “wood preservatives” should be used.
Regular preservatives should be reapplied once a year; although products that offer more UV protection may last longer.
